The Bishop Romano, as head of the Tlaxcala-Puebla de los Angeles miter, had an important participation in the third Novohispano Provincial Council, which sought to promulgate the Council of Trent and adapt it to New Spain. The arrival of the controversial Viceroy Marquis de Villamanrique, brought with it, a direct confrontation with the New-Hispanic Church. Villamanrique, far from negotiating, sought to impose his decisions arbitrarily, causing him to be submitted to a rigorous visit which was entrusted to don Diego Romano, whose effectiveness is observed in the subsequent condemnation of the Marquis.
