Dokument Charty 77 je rozdělen na dvě části. V první se mluvčí Charty 77 vrací k Dokumentu č. 11/84 "Právo na dějiny", jenž se věnoval špatné historiografické situaci v ČSSR a falšování národní paměti. Oficiální instituce na Dokument č. 11 nereagovaly, laici toto téma uvítali, historici upozornili, že vše je komplikovanější; s datací 26. 9. 1984. Druhou část Dokumentu č. 16 tvoří reakce čtyř historiků: M. Otáhala, M. Hájka, H Mejdrové a J. Opata, kteří s textem "Právo na dějiny" nesouhlasí a v sedmi bodech dokazují, že jeho autor se v dané problematice nevyzná a uvádí čtenáře v omyl.
